A central axis brings river water, cultural activity and urban services into a shared civic space. Shuishu—the pictographic and oral tradition of the Shui people—provides the cultural basis for a landscape in which water and collective gathering reinforce one another.
The main plaza accommodates festivals, processions and large assemblies. Exhibition and commercial spaces, an enterprise-incubation centre and a riverside hotel support different patterns of daily use around it; underground commerce and parking add further layers. The design coordinates these functions through the axis and water landscape, allowing an important ceremonial ground to remain connected to ordinary city life.
